Puerto Rico is an unincorporated territory of the United States. As a result, it is neither a sovereign state nor a U.S. State. Puerto Ricans have a U.S. passport and pay federal taxes, although not all are required to pay income taxes. They may not vote in elections unless they have established residency in the U.S. In congress, they do not have a voting representative although they do have a voice through a commissioner.
